The Atlantic: Kill Boy Scouts Like Rabid Dogs

Remember how the far left in America has said since the rise of the Tea Party that the right is awash in “violent rhetoric”? What about the proposition to kill the Boy Scouts like one would kill a rabid dog? That is what a columnist for The Atlantic has implied.

James Hamblin, the magazine’s health editor, proclaimed his desire to kill Boy Scouts based on his distaste for their recently re-affirmed policy of refusing to admit openly gay members. Hamblin feels justified in using violent, even hateful rhetoric to attack the Boy Scouts merely because he disagrees with them.

Boy Scouts is an organization that was and is so close to being great. Remember when they had to put Old Yeller down because he got rabies? It’s not like he was a bad dog, but he got a brain infection and he tried to eat Travis

Apparently the First Amendment only applies if you agree with gays?

It should be noted that Hamblin posted his desire to kill Boy Scouts the day after another gay activist tried to do just that, kill people with whom he disagrees. Hamblin posted his hate-mongering screed the day after a gay activist entered the Washington DC headquarters of the Family Research Council intent on mass murder.

Hamblin next went on a hyperbolic trip of accusations that the Scout’s policy will “cause.”

Perpetuating a culture where gay teenagers — who are already commonly battling notions of inferiority and self-hatred — can be openly and decidedly told they aren’t welcome among a preeminent organization that purports to represent and define a standard of behavioral ideals, is dangerous. It’s a decided step back in rejecting the culture of gay bullying. We will see more depression, and more suicide. We’ll see more discrimination of every sort, and more hatred.

But notice the absurdity in Hamblin’s statement. He says that the Scouts “define a standard of behavioral ideals.” But how can one have standards and ideals if one simply pushes them aside for every disgruntled group that comes knocking at your door claiming discrimination? The Boy Scouts aren’t breaking any laws and aren’t illegally discriminating and since the Scouts base their ideals on Christian principles, they have steadfast principles quite regardless of whether Hamblin likes them or not.

Another absurd premise promulgated by Hamblin is that forcing the Boy Scouts to allow gays into their organization is somehow a “public health” issue. The Boy Scouts report that as of 2011 they have 3,630,779 members. In a nation of 311,591,917, that is 1.1 percent of the U.S. Population. While three million is a lot of folks, it isn’t as if Boy Scouting strikes without warning. One must choose to join the organization. It is hardly an indiscriminate disease that strikes anyone any time. The Scouts decision not to allow gays is anything but a “public health issue” and it is absurd to claim it is.

In fact, Hambln’s nonsensical criteria for a “public health crisis” is so loose that one could substitute nearly anything for Boy Scouts in his premise and it would work just as well. Could we say that anyone that isn’t a Republican is causing a “public health crisis”? Using Hamblin’s meaningless rhetoric we could and we’d be just as correct as he is when lambasting the Scouts.

Of course, Hamblin and all the other gay activists that want to impose their will on the Boy Scouts never do answer to the most American question of all. If you hate the Boy Scouts so much, why not start your own organization, one that will allow gays? That would be a solution in keeping with the American entrepreneurial spirit, wouldn’t it?

Lastly, the choice of an accompanying photo for the piece is, well, childish is the best way to describe it. The photo is a still shot from an old movie that features “storied Eagle Scout” Paul Siple who in the film holds up little info booklets explaining the various merit badges he earned. The still shot that The Atlantic chose to feature? Siple holding the booklet that says “Seamanship.” Get it? Because gays and seamen go together? Hilarious stuff, Atlantic, hilarious stuff.

As a former Cub Scout and Boy Scout, I can honestly say that your first attempt to “kill me like a rabid dog” would be your last attempt, Mr Hamblin. If you get my drift.

I don’t take threats lightly, even if they came from pansy-ass liberals like yourself.

DC Woman fined for not recycling cat litter

DC Resident Fined Thousands For Not Recycling Cat Litter

Fox DC: It’s the law in D.C. – recycle or face a fine from the Department of Public Works. But is enforcement of the law going too far?

Dupont Circle resident Patricia White says she has been fined eight times for throwing homemade cat litter in her trash. The fines total $2,000. White says she shreds old newspaper and junk mail to use as cat litter. She believes she is helping the environment by reusing the paper and avoiding cat litter you will find in stores.

After being fined several times, White says she called the Department of Public Works (DPW) inspector who issued the tickets. According to White, the inspector admitted to digging through trash looking for violations. White even appealed the violations in D.C. court. Judge Audrey Jenkins agreed with the inspector after White explained the situation. FOX 5 tried to reach Judge Jenkins, but her office has declined to comment.

D.C. Council Member Jack Evans says DPW is going too far with its recycling enforcement. He demanded a meeting with DPW Director Bill Howland to discuss White’s case.  White says she will continue to fight the citations and continue to dispose of her cat’s litter in the trash and not in the recycling bin.

The DC Department of Public Works made the following statement to clarify the purpose of its commercial recycling enforcement procedures:

“The overall goal of recycling is to reduce the amount of waste that goes into landfills; therefore, DPW’s commercial recycling education and enforcement work is citywide. We do not enforce residential recycling, which is collected from single family homes and apartment buildings with no more than three living units.

“DPW recycling investigators are looking for evidence of co-mingling of trash with recyclables. We are finding contamination of the recyclables that is clearly coming from someone who lives or works in the building or in the trained perspective of our investigators, the problem is ‘systemic’ where poor receptacle placement, labeling and/or education have contributed to obvious contamination.

“We emphasize education and when that does not work, as shown by follow-up inspections, we will enforce the regulations.  “An appeal process is available to property owners who believe a ticket has been issued unfairly.”

In an e-mail to FOX 5 regarding White’s situation, a spokesperson for the DC Department of Public Works said, “The ticket Ms. White is questioning was upheld November 21, 2011 by an Administrative Law Judge with the Office of Administrative Hearings, based on evidence of items other than the shredded newspaper that showed comingled trash and recyclables.”

This is a priority in DC? According to Uniform Crime Report statistics compiled by the FBI, there were 1,437.7 violent crimes per 100,000 people reported in the District of Columbia in 2008. There were also 5,104.6 property crimes per 100,000 reported during the same period. Violent crime is still more than three times the national average of 454.5 reported offenses per 100,000 people in 2008.

DPW digging through trash?  Wonder how much that position pays? 

I know DPW is not responsible for dealing with crimes yet apparently not recycling cat litter is an offense worth monitoring.

House to Pass Concealed-Weapons Reciprocity Bill

Here’s some encouraging Second Amendment news after yesterday’s downer about that mayor in New Mexico banning guns in the village of Ruidoso.

More than half of the members of the House of Representatives have co-sponsored a bill, requiring any state or jurisdiction that issues concealed-weapons permits to honor permits granted by any other state or jurisdiction. It’s H.R. 822: The National Right-to-Carry Reciprocity Bill.

John Crewdson reports for Bloomberg News, Sept. 12, 2011, that if Congress passes the bill, Florida’s licenses, for example, would apply to 49 states in all — allowing their holders to carry hidden guns in places such as midtown Manhattan, where the New York Police Department currently rejects most such applications for “concealed- carry” permits.

Only Illinois and Washington, D.C., where residents aren’t allowed to carry concealed handguns at all, would be exempt from the bill.

“Law-abiding people are not immune from crime just because they cross over a state border,” said Andrew Arulanandam, a spokesman for the National Rifle Association. The 4 million-member gun-rights group has lobbied state legislatures to pass concealed-carry laws since the 1980s, and it considers the federal “reciprocity” bill a common-sense approach to the state-by-state patchwork of rules, he said.

But John Donohue, a professor at Stanford Law School, says he thinks the bill would be held unconstitutional because it “effectively prevents a state from controlling who has guns within the state, which has always been a core police power function of state government. It is so ironic that it is the conservatives who are trying to push this encroachment, since they usually are very active in championing states’ rights.”

Rules and standards — including safety-training requirements — for granting such licenses vary by state. New Mexico requires 16 hours of training. Ohio requires 12, Texas and Louisiana, 10. At least 10 states require none.

From 2005 through 2009, U.S. domestic handgun production and foreign-made imports more than doubled, to 4,600,232 from 1,995,802, according to data compiled by the National Shooting Sports Foundation, which represents the firearms industry.

With states’ adoption of concealed-carry laws and U.S. Supreme Court decisions affirming the right to keep and bear arms, “it is not surprising that there has been an increase in consumer demand for firearm and ammunition products,” said Lawrence G. Keane, the foundation’s senior vice president and general counsel.

In Wisconsin, where Governor Scott Walker, a Republican, signed the nation’s newest concealed-carry law on July 8, the legislation spurred an immediate increase in handgun purchases, said Eric Grabowski, who manages the Shooters Shop in the Milwaukee suburb of West Allis.

A 2007 study by the Harvard School of Public Health, the most recent data available, estimated the number of privately owned firearms in the U.S. at 283 million — more than one for each of the 245 million Americans over the age of 20.

If adopted, the federal reciprocity bill would cause the number of handguns to “jump significantly,” said Grover Norquist, an NRA board member who’s better known as the president of Americans for Tax Reform. Among other reasons, Norquist cited his belief that people who live in one state and travel frequently to another for work or other reasons would buy more guns.

States can already choose to adopt reciprocity agreements — Florida has such pacts with 35 other states, although 4 of them require that the permit holder be a Florida resident. The federal bill would eliminate states’ discretion. As a result, even the most exacting jurisdictions would be required to honor permits from the laxest. Stanford University law professor Robert Weisberg called it a “race to the bottom.”

In 2007, the South Florida Sun-Sentinel newspaper in Fort Lauderdale reported that 1,400 people in the state had permits even though they had been sentenced for major crimes, including assault, drug possession, sexual battery and manslaughter. Judges had withheld formal convictions under a state law that allowed the practice.

Since 2007, after the NRA lobbied on the issue, 39 states have limited the amount of public information that’s available on permit holders — making investigations into their backgrounds more difficult.

In 14 states, residents need some form of license, permit or other prerequisite just to purchase a handgun from a dealer, according to the NRA’s Institute for Legislative Action. Those requirements wouldn’t be affected by the federal bill.

The federal legislation, introduced by U.S. Representative Heath Shuler, a North Carolina Democrat, and Representative Cliff Stearns, a Florida Republican, has already attracted 241 other co-sponsors in the House, enough to guarantee its passage in that chamber.

Two Republican senators, David Vitter of Louisiana and John Thune of South Dakota, are expected to introduce a companion bill that at least 10 Democratic senators are likely to support, said Chad Ramsey, a lobbyist with the Brady Center to Prevent Gun Violence, which opposes concealed carry. That would give the bill 58 votes if all Republican senators supported it, two short of the number needed to avoid a filibuster.

Obama declared his opposition to carrying concealed weapons during the 2008 campaign. Matt Lehrich, a White House spokesman, declined to say whether Obama would veto a national reciprocity bill if it reaches his desk.

The bill, which is scheduled to come up during a House subcommittee hearing on Tuesday, is opposed by the American Bar Association. At its convention last month, the lawyers’ professional group adopted a resolution supporting “broad discretion” for local law enforcement in deciding whether to grant permits.

A coalition of 600 U.S. mayors announced its opposition to the bill today in a news release. The group, Mayors Against Illegal Handguns, is co-chaired by Boston Mayor Thomas M. Menino and New York Mayor Michael R. Bloomberg. Bloomberg is the founder and majority owner of Bloomberg LP, the parent company of Bloomberg News.

The 22,000-member International Association of Chiefs of Police also opposes the measure. “Our problem is the potpourri of varied training standards for each state,” said Scott Knight, the police chief in Chaska, Minnesota, and chairman of the group’s firearms committee.

Largely because of the differing standards among “shall issue” and “may issue” states, the bill raises what Harvard University professor of constitutional law Laurence Tribe calls “interesting and difficult constitutional questions.” Tribe said the bill is “an unprecedented attempt by Congress” to require states with more stringent concealed carry laws to accede to “the more permissive laws of whichever state initially licensed someone’s carrying of a concealed weapon.”

While the Constitution’s commerce clause gives Congress authority to regulate commerce between the states, the reciprocity bill probably wouldn’t fall within that power, said Weisberg, the law professor who serves as faculty co-director of the Stanford Criminal Justice Center. Nor would it fall under Congress’ power to enforce such existing constitutional liberties as the right “to keep and bear arms,” he said. That’s because the Constitution is silent about whether there’s a specific right to carry a concealed firearm outside the home, and the Supreme Court has not yet spoken on the issue.

Most Dangerous Cities in America

We have good news and bad news.

The good news is that, according to FBI statistics, crime is down in the United States for the 5th year in a row. The statistics for 2010 show a 5.5% drop in violent crimes compared to last year. An example is St. Louis, Mo. — last year’s most violent city — saw an impressive 18% decrease in violent crime.

The bad news is that in certain parts of the country, things are getting much worse.

For example, Flint, Michigan — which has the dubious distinction of being the most violent city in America in 2010 — saw a 10% increase in violent crime over last year, with 2,208 violent crimes per 100,000 people.

Here are the 25 most violent cities in America, ranked by the number of violent crimes (murder, forcible rape, robbery, aggravated assault) per 100,000 people. The source of this list is an article by Leah Goldman in the Business Insider, May 23, 2011. But the article leaves out an interesting fact.

On average, blacks make up 12.9% of the overall U.S. population. On a hunch I looked up each of the 25 cities on Wikipedia, to find out the racial demographics of each. I found that, with the exception of Miami and Stockton, the percentage of blacks is above the national average in every one of the remaining 23 most violent cities.

Perhaps this headline should be America gets lucky again. This week, we have had not one, but two terrorist incidents and guess what? The wannabe Jihadists are Muslims.

When is America going to pay attention?

In Seattle, two Muslims, Abu Khalid Abdul-Latif and Wahlli Mujahidh have been charged with Conspiracy to murder government employees and conspiracy to use a weapon of mass destruction.

The men wanted to attack an Army and Air Force base in the Seattle area. Fortunately the FBI got wind of their plans and intervened. According to the FBI, the men talked about the headlines that would result from “three Muslim males” walking into a building and murdering everyone.

Meanwhile, on the other side of the country, a Muslim Marine reservist is the main suspect in a series of shootings at military buildings in Northern Virginia and Washington DC.

Yonathan Melaku was born in Ethiopia, is a corporal in the Marine Corp reserve. He was discovered last Friday with suspicious materials and a notebook with phrases written down indicating support for Al-Qaeda and the Taliban.

Of course the drive by media is not paying much attention to this one. While CNN has stories on Casey Anthony’s trial and the Southwest pilot who decided to slur gays after leaving his microphone on by accident, not a word is to be found about these stories of these attacks being done by Muslims. Fox news has some coverage on the story. Of course the headlines do not mention these were Islamists. The only way you find out is a reference they make to three Muslim males killing people. Their headline on the Washington story refers to Melaku as a “reservist” who “self radicalized” on the Internet.

The FBI in Washington was asked about Melaku’s religious motivations. He made a video where he talked about shooting at the National Museum of the Marine Corps while shouting, “Allah Akbar,” and when asked about his religious motivations to commit these crimes, the FBI said, “”Those facts and individual characteristics of the defendant are not yet readily apparent to us.”

They are apparent to anyone with a brain. He is a radicalized Muslim. He did not do this because he is upset the NFL will not be playing this fall. He did not do this because he is upset Sarah Palin’s bus tour is on hold. He did not do this because Army beat Navy. He did it because he is a radicalized Muslim!

Ditto for the two clowns in Seattle.

The real question is when are we going to wake up and realize we have a problem? Not every Muslim may be our enemy but all of our enemies are Muslim.

Both the media and the government bend over backwards to avoid calling a Muslim terrorist a Muslim terrorist. You can never defeat an enemy if you cannot identify the enemy. Islam is our enemy. America may not want to make war in Islam, but Islam is making war on America. We have two choices. We can fight or we can submit.

I am an American. I choose to fight.

If Joe McCarthy was alive today, and engaged in the same investigation, there’s a pretty good chance he’d have to use a set of hand trucks, or a dolly, to roll the current list of suspected communists, plus the socialists and Marxists working for, employed by, or otherwise involved with the US government.

We must remember, dear reader, that was 1950. It was early in the socialist movement in the American mainstream media, which would, as time passed, become so strong it would sanitize the socialist/marxist/communist movement to infiltrate the US government. Today that movement controls, approximately, half of the three branches of the current US government.

If the American citizen of today were as smart — and as well educated — as the Americans of the 1950’s we would be storming the US seat of government demanding a purge of our government and a return to a constitution centered government, the legacy of this nation’s founders, which has now been discarded in favor of a socialist agenda with the ultimate goal of creating a socialist/marxist/communist government in which the state controls American’s lives from the cradle to the grave –and – presumes to replace God with the state as the object of citizen’s worship.

As if that wasn’t enough, in 2005 Hollywood released the greatest propaganda film since “Triumph of the Will”, an anti-McCarthy slander picture known as “Good Night and Good Luck“. Dead for fifty years, McCarthy’s body has now been tarred, feathered, crucified, cremated, and his ashes shot into space by a leftist media who cannot handle the truth of their own miserable existence. The anti-McCarthy media claims the Senator wrongly implicated many. Despite their accusations, no critic has ever brought forth a single documented case of someone being wrongly accused by McCarthy.

If Prosperity is the Question, Is Secession the Answer?

I, like others here at Fellowship of the Minds keep close tabs on what goes on in our country/government. I can’t help but think that our federal government is hopelessly and completely corrupt and unfortunately a hand full of true conservatives are not going to be able to drain the sewer that is Washington DC.

There are entirely too many sheeple in this country that have no clue what is going on outside of  Lady(gag me)Gaga, Jersey Shore and American Idol, if there was, a man like Obama would never have even been considered presidential material outside of a few far left loons. Our country has been sleeping for the past fifty years and the progressive disease of liberalism is now thoroughly entrenched in every aspect of our culture and it has been taken over by the lowest of the low in human beings…LIBERALS

Now as I see it our country is on a dead-end road and our only real hope is to try to get a segment of the states to secede from the union. We need to put more of our efforts into getting Conservatives into local and state governments so we can cut the federal government out the equation through secession. We have to get tough, we have to make this decision and follow it through. We can’t keep up this status quo any longer.

The federal government is killing this country as a whole and while I would hate to see this country fragment itself, I also hate to see this country destroyed from within by politicians that are seeking to socialize it and if means certain states breaking away and prospering instead of following the lemmings over the cliff, then so be it. My wife and I are willing to drop everything and move to any state bold enough to take that first step.

How better than to end 2010 with this cheerful story? LOL

California and New Jersey each has 3 cities on this list. It is also no accident that these are cities and states that vote Democrat (blue).

The 16 cities are arranged in ascending order, ranked not according to how large their deficits are, but how large the annualized gap is between a city’s budget and its deficit. Paterson, NJ, has the dubious distinction of ranking No. 1, with a gap of 24%. Yikes!

Note also that the cities here are BIG cities. There must be countless medium and small cities that are also near bankruptcy or already bankrupt.  Two years ago, Vallejo, CA, declared bankruptcy. Recently, the town of Prichard in Alabama stopped paying its public employee pensions.

2011 will be the year of the municipal default. At least that’s what analysts like Meredith Whitney predict, as do bond investors that have been fleeing the muni market.

There are many reasons to be worried. First, the expiration of Build America Bonds will make it harder for cities to raise funds. Second, city revenues are crashing and keep getting worse. Property taxes haven’t reflected the total damage from the housing crash. High joblessness is cutting into city revenues, while increasing costs for services.

#16: San Diego, Ca.

Deficit through June 2012 : $73 million

Budget in FY2011: $2.85 billion

Annualized gap: 1.7%

The city’s official have tried curbing the deficit by increasing sales taxes, but residents of the city strongly oppose this and have voted it down. San Diego already cut over $200 million over the past two years, so these cuts won’t come easy.

#15: New York, NY

Deficit through June 2012: $2 billion

Budget in FY2010: $63.1 billion

Annualized gap: 2.1%

Estimates of the NYC deficit range from $3.6 billion according to Comptroller John Liu to around $2 billion according to the Independent Budget Office. Everyone agrees that the deficit will be worse if New York state cuts aid as part of its own deficit reduction plan. Mayor Bloomberg has already started to address the FY2012 deficit, calling for layoffs in all city agencies, closing 20 fire departments at night, and reducing services for seniors, libraries and cultural centers.

#14: San Jose, Ca.

Deficit through June 2012: $90 million

Budget in FY2010: $2.7 billion

Annualized gap: 2.2%

After an audit of the San Jose police department, city officials found it to have too many high paid supervisors, costing the city too much money. The answer to this is converting some of those upper ranked officers to patrol positions. This could reduce the city’s debt by $33 million. Last year’s deficit was $116 million, leading to brutal cuts including nearly 900 layoffs.

#13: Cincinnati, Oh.

Deficit through December 2012: $60 million

Biennial budget FY2009/2010: $2.5 billion

Annualized gap: 2.4%

Helping the budget in Cincinnati depends largely on changes in the police and fire departments. The city can either get $20 million in concessions from the two unions, lay off 216 firefighters, or outsource the police force to neighboring city, Hamilton.

#12: Honolulu, Hi.

Deficit through June 2012: $100 million

Budget in FY2011: $1.8 billion

Annualized gap: 3.7%

Mayor Peter Carlisle said police officers and fire fighters will be asked to make concessions in the upcoming budget and he will also end furloughs of two days per month for public workers. This will require the 2,900 officers to give back their 6% pay raises they have received in each of the past four years. Last year Honolulu raised some property taxes to fill a huge $140 million deficit.

#11: San Francisco, Ca.

Deficit through June 2012: $380 million

Budget in FY2011: $6.55 billion

Annualized gap: 3.9%

Mayor Gavin Newsom says this year’s deficit is completely manageable. Last year’s deficit approached $500 million and the city did not need to lay off any police or firemen. While Newsom’s term is coming to an end, he says he and his colleagues will leave detailed options for the incoming mayor. Last year’s cuts were even larger, eliminating a $438 million deficit. The city is down to the bone.

#10: Los Angeles, Ca.

Deficit through June 2012: $438 million

Budget in FY2011: $6.7 billion

Annualized gap: 4.4%

The Los Angeles City Administration Office plans to cut 225 civilian positions in the LAPD, reduce firefighting staffing, and eliminate a dozen positions in the City Attorney’s Office and General Service Department. The deficit will only get worse unless an effort to privatize parking garages is approved. If not, the city will require more layoffs, furloughs, and curtailed hiring. Last year’s deficit was even larger, totalling nearly $700,000.

#9: Washington, D.C.

Deficit through September 2012: $688 million

Budget in FY2011: $8.89 billion

Annualized gap: 4.4%

Council member Tommy Wells proposed tax rate increases which were voted down, but Wells says he will continue to push his proposal.  Wells’ proposal seems reasonable as residents making $100,000 a year would only pay $63 more in taxes per year. This is a small price to pay that would benefit the city immensely.

#8: Newark, NJ

Deficit through December 2011: $30.5 million

Budget in FY2010: $677 million

Annualized gap: 4.5%

Newark’s deficit was $83 million before Mayor Cory Booker initiated a plan to sell city-owned buildings, raise property taxes to 16 percent and decimate the police force. Nontheless, Moody’s cut Newark’s rating to A3 citing its $30.5 million remaining deficit.

#7: Detroit, Mi

Deficit through June 2011: $85 million

Budget in FY2011: $3.1 billion

Annualized gap: 5.5%

Detroit’s city government has cut costs with layoffs and by leaving currently vacant positions open. Mayor Bing’s emergency fiscal plan includes demolishing houses and cutting police and trash services to 20% of the city. Last year the city council pushed through severe cuts to fill an over $700 million deficit.

#6: Reading, Pa

Deficit through December 2011: $7.5 million

Budget in FY2010: $120 million

Annualized gap: 6.3%

One of Pennsylvania’s several distressed municipalities, which receive state aid, Reading has been running an operating deficit for years. In September the city council said their deficit was bigger than expected, soaring to $7.5 million for the current year, which means they will have to borrow around $17 million from the state to pay off total debts.

#5: Joliet, Il

Deficit through December 2011: $21 million

Budget in FY2010: $274 million

Annualized gap: 7.7%

Last year, the city increased property tax by over 12 percent and hiked water and sewer rates by 45 percent over three years to help with the deficit. The city council also cut police and public sector jobs.

#4: Camden, NJ

Deficit through December 2011: $26.5 million

Budget in FY2010: $178 million

Annualized gap: 15%

Despite holding title of second most dangerous city in America, Camden recently received approval to lay off half of its police force.

#3: Hamtramck, Mi

Deficit through June 2012: $4.7 million

Budget in FY2011: $18 million

Annualized gap: 17%

City manager Bill Cooper was denied permission to declare bankruptcy. He says the city is owed millions of dollars in tax dollars from Detroit from a shared facility. The state offered the city a loan to stave off bankruptcy. Cooper says he has already cut almost everything possible, going so far as to lay off the city’s five crossing guards. Hamtramck might avoid bankruptcy, but also-broke Michigan can’t afford many of these deals. That’s why Gov. Rick Snyder predicts “hundreds of jurisdictions” going bankrupt in the next four years.

#2: Central Falls, RI

Deficit through June 2012: $7 million

Budget in FY2011: $21 million

Annualized gap: 22%

Central Falls has been put in state receivership due to critical budget problems. State-appointed receiver Mark Pfeiffer thinks the best solution is for Central Falls to be annexed by its neighboring city, Pawtucket.

#1: Paterson, N.J.

Deficit through December 2011: $54 million

Budget for FY2010: $225 million

Annualized gap: 24%

As a “last resort,” Paterson is considering laying off 30 percent of its police force, said councilman Steve Olimpio. This will put 150 police officers out of work.

BONUS: Chicago, Il

Deficit through December 2011: $654 million Closed

Budget in FY2010: $6.8 billion

Annualized gap: 9.6%

Mayor Richard Daley has balanced the budget, but absolutely ruined Chicago finances from here on. His FY2011 plan uses up nearly the entire revenue from a long-term lease of the local parking system and airport, which he passed in 2008. The multi-billion lease deal was supposed to last for decades, but it only lasted two years. The best hope for the future is building a city-owned casino.
