Congress Calls for Accelerated Use of Drones in U.S.

A House-Senate conference report this week called on the Administration to accelerate the use of civilian unmanned aerial systems (UAS), or “drones,” in U.S. airspace.

The pending authorization bill for the Federal Aviation Administration directs the Secretary of Transporation to develop within nine months “a comprehensive plan to safely accelerate the integration of civil unmanned aircraft systems into the national airspace system.”

“The plan… shall provide for the safe integration of civil unmanned aircraft systems into the national airspace system as soon as practicable, but not later than September 30, 2015.”

The conference bill, which still awaits final passage, also calls for establishment of UAS test ranges in cooperation with NASA and the Department of Defense, expanded use of UAS in the Arctic region, development of guidance for the operation of public unmanned aircraft systems, and new safety research to assess the risk of “catastrophic failure of the unmanned aircraft that would endanger other aircraft in the national airspace system.”

The Department of Defense is pursuing its own domestic UAS activities for training purposes and “domestic operations,” according to a 2007 DoD-FAA memorandum of agreement.  (“Army Foresees Expanded Use of Drones in U.S. Airspace,” Secrecy News, January 19, 2012.)

Update: In the recently enacted FY2012 National Defense Authorization Act (section 1097), Congress mandated that “the Administrator of the Federal Aviation Administration shall establish a program to integrate unmanned aircraft systems into the national airspace system at six test ranges.” This new test range program is supposed to be established within 180 days.

As of 2010, hundreds of FAA authorizations had already been granted for use of unmanned aerial systems within U.S. airspace.

In a new call for research, Darpa is asking for proposals to devise prototype implantable biosensors. Once inserted under a soldier’s skin, Darpa wants the sensors to provide real-time, accurate measurements of “DoD-relevant biomarkers” including stress hormones, like cortisol, and compounds that signal inflammation, like histamine.

Implantable sensors are only the latest of several Pentagon-backed ventures to track a soldier’s health. Darpa’s already looked into tracking “nutritional biomarkers” to evaluate troops’ diets. And as part of the agency’s “Peak Soldier Performance” program, Darpa studied how one’s genes impact physical ability, and tried to manipulate cellular mitochondria to boost the body’s energy levels.

  1. Wouldn’t it be better if they put the military to a more productive activity. Instead of fighting frustrating endless wars with “terror” which in itself is enough to make the mind twist into knots, employ our military in the engineering and national defense capability that unless we are being threatened by an enemy on OUR SOIL, would be our first line of defense against levees breaking down and bridges deteriorating, and roads collapsing.
    To monitor the river systems and make sure that flooding is averted and work towards a space program, with more employees working for NASA on research and scanning the heavens for signs of impending catastrophes that can be detected coming from turbulence in the Galaxy.
    The Army Corps of Engineers is really underfunded and understaffed and there are so many projects that are awaiting their attention it’s pitiful, same with FEMA.
    What in the world do we need FEMA for when we have a perfectly good milititay, why do we need these curiously arranged forces that have hidden secret powers, like constructing CONCENTRATION CAMPS, for who?
    They are just using these contraptions to make it easier for them to brainwash and program these poor souls.
    We have to pray that they start acting right, even if they are totally surprised by themselves doing so, like saying “No” to war with Syria and Iran, “No” to thermonuclear war with Russia and China. They could also refuse to take orders from Barack Obama because he is acting against the principles of the US Constitution.
    Enough already, We the People have to rise up and start protesting all these awful ideas. How do we start?

      I know many conservatives have a problem with Ron Paul’s stance on Israel, but he’s the only GOP candidate who proposes a draw down of US military forces from around the world, the auditing of the Federal Reserve (at a minimum, if not its abolishment), as well as opposition to the unconstitutional NDAA.

      • I’ll absentee vote for RP, because while I agree w/only 85% of what he’s about, that’s WAY ahead of anyone else supposedly running [i.e., being fronted by the NWO elites], he’s Christian, has a moral compass, and knows how to use it! And I’m VERY impressed at the solid military backing he has, again WAY ahead of anyone else. If this means I’m biased, so be it: there are millions more like me. Even if he’s not elected as Pres, the successful candidate would be smart to choose him as VP running mate. That may also be good assassination insurance!

        • I see your point, Joseph. But, the very fact that he doesn’t belong to the “club,” will preclude him from winning. Look what just happened in Nevada, despite his outspending Romney substantially – he still placed behind CFR member, Newt Gingrich.

          The only presidents we have had that have not been one of “them” [since Calvin Coolidge] was John F. Kennedy (assassinated) and Ronald Reagan (attempted assassination).

          As Gary Kah writes in his fabulous book – “The Demonic Roots of Globalism,” ‘Belonging to one of the “groups” doesn’t guarantee you a win – it merely allows you to run.’

      • The only thing I know is if we were to reinstate Glass Steagall globally, then the monetary system of the oligarchs would tank. Then we could open a new Federal National Bank and start our own Credit System which is what Alexander Hamilton envisioned.
        The the bloodthirsty desperate jealous oligarchs and their banking cartels that want to rule the world with no sovreignty and technocrats running the show, like in Italy now and Greece, unelected of course, would be forced to pay off their own gambling debts and wouldn’t have us cornered any more, to use our military and thermonuclear submarines etc to do their dirty work and finish off their rivals. Ron Paul may have the idea to draw down the troops but he doesn’t have the plan that will refloat our economy so that we can rebuild and employ people everywhere, and train the youth for meaningful careers. There isn’t a candidate except perhaps Wiley Drake for president, who advocates the immediate, pre election, removal of the president by Constitutional means, and the passed of HR 1489 the bill to reuinstate the firewall between the two entirely different forms of banking. I can’t understand what the hold up is, and why more people are not clamoring for this workable solution to be activated. The FED and the rest of the oligarchical banking institutions that are centered in the City of London are behind the war drive and they are bankrupt and there is no way in the world that the debts would ever be paid, the bailouts have failed utterly, and the austerity policies they are pushing so that they can kill of useless eaters, and reduce the middle classes to demoralized slaves, or cattle as they call them, so they can be Gods. Their idea to get rid of the USA, Russia and China in one fell swoop by startting this global war is diabolical and the consequences would be so terrible that in conjuction with the lack of attention that is being paid to the conditions affecting our planet from the solar system and the Galaxy, meaning that a catastrophic earthquake or something would not be able to be dealt with in any way, far less than even in Japan.
        That’s why we have to act, I like Ron Paul for some of the things he says but he isn’t offering a viable solution to the whole ball of wax. It’s a tall order.

      • No offense Dr. Eo, but my opinion of Ron Paul is that he’s a nut case. He’s good on economics, but his world strategy is crazy. Through many articles and follow ups, I’ve learned that he really is a racial biggot and his campaign’s major funding comes from The White Supremists. Yes, he is anti-semetic. The former KKK Grand Wizard David Duke endorses Paul and wants to be his VP running mate if he becomes the GOP candidate!

  2. This stuff is scary… and I don’t like it One Bit! Among the “tracking” they refer to, I’m wondering if there isn’t more to it. I know, I’m looking for something that isn’t there, but w/a govt. such as ours, whose tactics are nearly always in question…one has to wonder.

    • IVTW – of course there’s more to it. Our military will be the guinea pigs, as usual, before it is foisted on the ignorant citizenry. It’s no longer a conspiracy – because it’s right out in the open! Just look at Eowyn’s post on the blatant satanic ritual that took place at the Super Bowl.
